High neck parka by english label mickey brazil (c. late 1990s - early 2000s), produced for the japanese shop / brand ships. Made from black nylon canvas, jacket has high neck with hood (adjustable via drawcord at neck edge) covered zip / hook and loop (unable to use the common, branded term for this closure for legal reasons) front closure, and paneled construction with side pockets. Jacket quilted, and quite warm. Fits oversized.
